The provisional Regulations on Management of Foreign Teachers of Wuhan Polytechnic University

In order to regulate the hiring and management of foreign teachers in my school, according to State Administration of Foreign Experts Affairs, the Hubei Provincial Bureau of Foreign Experts,   Wuhan City Public Security Bureau relevant provisions of the management of foreign teachers, combined with the actual situation of our school, Interim Provisions are formulated.

First, the basic principles

 

1.       the principle of employ

Hiring foreign teachers should adhere to the basic principle "demand to hire, results-oriented". Fully respect the teacher and play its important role in language teaching, professional disciplines and Sino-foreign cooperation in running schools and other work, making the teachers work for teaching and discipline of the school's construction development. School Foreign Affairs Office is responsible for the unified management of foreign teachers and the school procedures for work and living arrangements and other aspects; logistics department is responsible for the specific arrangements for the teacher's housing; foreign language institute is responsible for the language class of foreign teachers teaching; each institute (unit) is responsible for teaching professional foreign teachers.

2, teacher’s Code

Teachers should follow the relevant laws, regulations and administrative provisions relating to foreign experts in China; respect China's religious policy, may not preach the students; and fulfill the tasks on time to ensure the quality of work, receive instruction inspection and assessment.

Second, hire program

1, teacher’s declaration

In early March of each year, each Institute (unit) will report the number of foreign teachers and the basic situation next year to Foreign Affairs Office. Foreign Language Institute is responsible for the language teacher hired by Foreign Language Institute. The foreign teacher required by International Institute should be agreed in conjunction with the Foreign Language Institute, meet the needs of Chinese-foreign cooperative education priority when hired. According to each Institute (unit)’s demand of the foreign teacher, after Foreign Affairs Office report to the school unified leadership for approval, each Institute (unit) can hire foreign teachers.

2, the basic conditions

Language class teacher requires bachelor degree or above degree, native language for foreigners in English and German countries; professional class teacher requires doctor degree or above degree of expatriates, specific conditions shall be formulated by the courtyard (department) required by profession.

3, employ ways

Language class teacher hired by the Foreign Affairs Department, Foreign Language College, according to the need to find suitable candidates, the photocopy of passport, resume, certificates, medical certificates and other application materials submitted by the employer,  after the first instance by the Foreign Affairs, Foreign Language College through the network or phone interview questions and answers determines the foreign teacher’s employed according to the teaching requirements. 4, wage

Referring to the State Bureau of Foreign Experts, the relevant standard in Hubei Province Bureau of Foreign Experts, combined with the practical work of our school, according to the academic degree and other professional requirements, develop appropriate wage.

5. The contract

After the foreign teachers have been verified, the Foreign Office will scan the employment contracts in English and Chinese and send to Party B, after confirmation signed by Party B, may apply for hiring procedures.

Third, visa

Submitted to the Provincial Bureau of Foreign Experts "Hubei hire foreign experts (usually foreign teachers) to declare approval", "Foreign Experts Working Permit Application Form" and other application materials by the Department of Foreign Affairs, after the approval by the Provincial Bureau of Foreign Experts, provide party B with "foreign Experts work Permit" and "visa notification letter," by party B in foreign embassies and consulates to deal with the visa.

 

Fourth, to the school procedures

 

1.       Accommodation

Before teacher to the school, the Foreign Affairs Department in coordination with logistics department about the teacher housing matters, logistics department is responsible for the purchase of furniture. Foreign Affairs Department is responsible for coordinating with teachers dormitory opened within the water, electricity, gas, Internet, telephone and other facilities, as well as air conditioning and other basic living facilities and airport transfers and teachers to stay after school arrangements, sufficient to ensure safe school teacher smooth check-in.

2, residence registration

After teachers to the school, the Foreign Affairs Department promptly organize teachers to Wuhan City Public Security Bureau, Jiangbei to fill "Alien registration form", for residence registration.

3, examination procedures

Organized by the Department of Foreign Affairs after teachers went to Hubei CIQ handle medical procedures, medical clearance, access to "Foreigner Physical Examination Record validation certificate" before and teachers signed a formal contract.

4. The permits for foreign experts

Organized by the Foreign Affairs Department, the teacher moved to Foreign Affairs, Provincial Bureau of Foreign Experts foreign experts to apply for permits.

5. Residence permits

Organized by the Foreign Affairs Department, the teacher went to Wuhan City Public Security Bureau to fill "Visa and Residence Permit Application Form" for reunification residence permit (usually one year).

Fifth, teaching management

1, the curriculum

For language class teachers, according to the Foreign Language Institute Foreign Language teaching requirements, and school teachers curriculum Dean consultative arrangements, regular meetings of foreign teachers will be teaching, curriculum and teachers, student roster issued to teachers, other than teaching students reported results of assessment methods, can be arranged according to the needs of foreign language teachers as teacher coordinator, timely communication and feedback teachers teaching information; for each professional class teacher, each institute (Department) Office of Academic Affairs in consultation with the school timetable arrangements for teachers, teaching management may refer to the specific language class teacher management .

2, teaching examination

Office of Academic Affairs by the school, each institute (unit) according to the requirements of foreign professors teaching classes regularly carry out checks to invite foreign teachers to participate in teaching activities, the end of foreign teachers to be teaching assessment, excellent teachers teaching may be considered eligible, school outstanding teachers.

3, Grading

End of the semester, each institute (unit) responsible for assessing teacher to student achievement, including scores of collecting and logging work.

4, Each institute (unit) is responsible for teachers other related activities during the school work, foreign affairs responsible for coordination.

Sixth, procedures of leave school

After the completion of the task of teaching teacher contract expires, the foreign affairs department in charge of foreign teachers to leave school to work, including wages Formalities and swap, housing and facilities handover, etc., and fully guarantee the safety of foreign teachers leaving home.

Eighth, the Provisional regulations are carried out from the date of promulgation.
